General Description

The Project Manager – Infrastructure Level 3 is responsible for the successful delivery of high-risk and highly complex infrastructure and construction projects. The role leads cross-functional, multi-disciplinary teams and oversees project controls functions including planning, scheduling, cost management, and performance monitoring to ensure projects are delivered safely, with quality, on time, and within budget.

This position plays a key role within the Project Delivery group, providing expert-level project controls oversight across a portfolio of large-scale capital infrastructure projects.

Key Responsibilities

Lead planning, scheduling, cost control, and performance measurement activities for large-scale infrastructure and construction projects.

Develop and manage comprehensive project plans, schedules, risk management plans, and project controls frameworks for complex projects, including those exceeding $100M in capital cost.

Apply Earned Value Management (EVM) principles to support project performance tracking, contractor oversight, and forecasting.

Monitor project progress through field-based progress tracking, contractor performance evaluation, and integrated reporting.

Develop and maintain project documentation including project plans, action logs, communication plans, progress reports, and post-implementation reviews.

Provide data-driven insights and performance analytics using Power BI dashboards and centralized project control systems.

Collaborate with project teams to ensure accurate data collection and integration into enterprise project controls platforms.

Manage multiple project components including engineering coordination, regulatory approvals, procurement, construction management, safety compliance, stakeholder engagement, and commissioning activities.

Act as a Subject Matter Expert (SME) in project controls, supporting governance, continuous improvement, and training initiatives.

Ensure compliance with corporate project management standards, procedures, and reporting requirements.

Build and maintain strong relationships with stakeholders including project teams, engineers, contractors, and field crews.

Provide analytical oversight and performance reporting to support project planning, risk mitigation, and strategic decision-making.

Required Experience & Qualifications

Minimum 15 years of experience in project controls, cost engineering, or scheduling within large infrastructure or utility projects.

Bachelor’s degree in Engineering, Construction Management, Business, Economics, or related discipline, or equivalent field experience.

Demonstrated experience in:

Project planning and scheduling

Cost control and forecasting

Contractor performance monitoring

Quantity surveying

Infrastructure or utility construction projects

Strong knowledge of engineering, procurement, and construction management (EPCM) project lifecycle.

Advanced proficiency in:

Primavera P6

Power BI and Power Query

Microsoft Office (Excel, Word, PowerPoint, Project)

Experience applying Earned Value Management (EVM) for project performance measurement.

Strong analytical, reporting, and problem-solving capabilities with high attention to detail.

Ability to extract, transform, and analyze large datasets to produce project performance insights.

Excellent communication, presentation, and stakeholder engagement skills.

Ability to travel occasionally to project sites.

Preferred Qualifications

Project Management Professional (PMP®) designation.

Program management experience.

Experience working with SAP systems.

Experience supporting utility or power sector contractors.

Knowledge of data analytics and business intelligence tools including:

VBA

Python

R

SAS

DAX / M

Power BI dataflows and BI modeling.
